Federal awarding agencies, recipients, and recipients subrecipients are subject to the regulations guidance implementing Never Contract with the Enemy in 2 CFR part 183. The regulations guidance in 2 CFR part 183 affect affects covered contracts, grants, and cooperative agreements that are expected to exceed $50,000 within during the period of performance, are performed outside the United States and its territories, and are in support of a contingency operation in which members of the Armed Forces are actively engaged in hostilities.
