§ 800.221 PersonForeign government.
The term person foreign government means any individual or entity. government or body exercising governmental functions, other than the U.S. Government or a subnational government of the United States. The term includes, but is not limited to, national and subnational governments, including their respective departments, agencies, and instrumentalities.
