Section 618(e)(1) of the Individuals with Disabilities Education Act requires that beginning in fiscal 1993 and every three years thereafter, the Secretary submit to the appropriate committee of each House of the Congress and publish in the
Federal Register proposed priorities under the special studies described in § 327.10(f) for review and comment.
