The plan applies to existing facilities at the following kraft pulp mills:
(a) Louisiana Pacific, Antioch, Contra Costa County Pulp Mill.
(b) Louisiana Pacific Corp., Samoa Complex.
(c) Crown Simpson Pulp Company, Fairhaven.
(d) Simpson Paper Company, Shasta County Pulp Mill.
