(a) Flame safety lamps are not inspected at regularly scheduled factory inspections, but the Commander of the Coast Guard District in which the factory is located may detail an inspector at any time to visit any place where approved flame safety lamps are being manufactured to satisfy himself that they are being made in accordance with the requirements of this subpart.
