As prescribed in 2442.1106(a), form HUD-661.1 shall be used in conjunction with the form HUD-441.1 to monitor quantitative progress against the baseline plan. The 661.1 need not be used if use of form HUD-441.1 has been waived by the Contracting Officer; however, some acceptable means of progress reporting must be substituted.
