Disagreements between the contracting officer and OSDBU Coordinator concerning withdrawals or modifications of individual or class set-asides shall be forwarded to the HCA for resolution. The OSDBU Coordinator shall provide timely notification of such disagreements to the OSDBU in order to afford them an opportunity to provide assistance in resolving the dispute.
