As prescribed in 873.110(e), insert the following provision:
Award Without Exchanges (JAN 2003NOV 2021)
The Government intends to evaluate proposals and award a contract without exchanges with offerorsOfferors. Therefore, each initial offer proposal should contain the offerorOfferor's best terms from a cost or price and technical standpoint. However, the Government reserves the right to conduct exchanges if later determined by the contracting officer Contracting Officer to be necessary.
