    (a) Each executive agency must conduct an annual survey of its employees containing the definitions and each question in this subpart.

    (b

    to assess topics outlined in the National Defense Authorization Act for Fiscal Year 2004, Public Law 108–136, sec. 1128, codified at 5 U.S.C. 7101.
