    (a) Definition. Products designed to clarify and improve the quality of water by reducing contaminants such as excess nitrites, nitrates, phosphates, ammonia, and built-up sludge from decaying waste and other organic matter. Chemicals that are specifically formulated to purify raw water or to treat and purify wastewater from residential, commercial, industrial, and agricultural systems. Examples include coagulants, flocculants, neutralizing agents, activated carbon, or defoamers. This category excludes microbial cleaning products.

    (b) Minimum biobased content. The Federal preferred procurement product must have a minimum biobased content of at least 92 87 percent, which shall be based on the amount of qualifying biobased carbon in the product as a percent of the weight (mass) of the total organic carbon in the finished product.

    (c) Preference compliance date. No later than November 19July 6, 20132020, procuring agencies, in accordance with this part, will give a procurement preference for qualifying biobased water clarifying agentsand wastewater treatment chemicals. By that date, Federal agencies that have the responsibility responsible for drafting or reviewing specifications for products to be procured shall ensure that the relevant specifications require the use of biobased water clarifying agentsand wastewater treatment chemicals.
