2024-00335. Kram Hydro 3, LLC; Notice of Preliminary Permit Application Accepted for Filing and Soliciting Comments, Motions To Intervene, and Competing Applications

    On October 27, 2023, Kram Hydro 3, LLC, filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of hydropower project to be located at the U.S. Army Corps of Engineers' (Corps) Emmett Sanders Lock and Dam near the City of Pine Bluff, Jefferson County, Arkansas. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.

    The proposed Emmett Sanders Lock and Dam Hydroelectric Project would consist of the following: (1) a 90-foot-wide, 200–350-foot-long armored intake channel, upstream of the powerhouse; (2) a 100-foot-long, 180-foot-wide concrete powerhouse located downstream of the existing Corps dam on the northeast bank, housing two identical Kaplan turbine-generator units with a combined generating capacity of 20.0 megawatts; (3) a 200-foot-long, 100-foot wide unlined tailrace; (4) a 300-foot-long concrete retaining wall to be constructed downstream of the powerhouse; and (5) a 7-mile-long, 115 kilovolt transmission line. The proposed project would have an estimated annual generation of 90,300 megawatt-hours.
