Cascade Point Access Road EIS (R10-MB-368) Record of Decision,
USDA Forest Service, Tongass National Forest, Juneau Ranger District
AGENCY: Forest Service, USDA.
ACTION: Notice.

SUMMARY: The USDA Forest Service, Tongass National Forest, Juneau
Ranger District, has re-issued the Record of Decision for the Cascade
Point Access Road Final Environmental Impact Statement (EIS). Based on
the analysis in the Final Environmental Impact Statement, John Sherrod,
Acting Chatham Area Assistant Forest Supervisor, selected Alternative
B--the Proposed Action, which authorizes issuance of a road easement to
Goldbelt, Inc., with the following modifications:
1. Signs will be posted along the access road delineating National
Forest System land from private land.
2. The access road will be open to public vehicular traffic upon
completion of certain facilities at Cascade Point and when development
activities do not create hazards to public safety.
3. A parking turnout will be constructed adjacent to the road on
National Forest System land where public land extends to the beach.
4. A qualified archaologist will be on-site during ground
disturbing activities associated with construction to actively monitor
for cultural resources.
The previous Record of Decision was signed on March 10, 1998 and
subsequently withdrawn on July 13, 1998 pending review of documentation
supporting the decision.
DATES: Implementation of decisions subject to appeal pursuant to 36 CFR
part 215, may occur on, but not before, five (5) business days from the
close of the appeal filing period. The appeal filing period for this
decision closes 45 days after publication of legal notice of the
decision in the Juneau Empire newspaper published in Juneau, Alaska.
The legal notice is expected to be published in the Juneau Empire on
January 8, 1999.

pursuant to 36 CFR Part 215. A written notice of appeal must be filed
with the Appeal Deciding Officer: James Caplan, Acting Regional
