(NSEP).
ACTION: Notice.

SUMMARY: The NSEP announces the opening of its Fourth Annual
Competition for Grants to U.S. Institutions of Higher Education.
DATES: Grants Solicitations (applications) will be available beginning
Monday, February 10, 1997. Preliminary proposals are due Friday, April
18, 1997. Electronic submissions will not be accepted.
