    AGENCY: Office of Postsecondary Education, Department of Education.
    
    ACTION: Notice of first meeting of the Direct Student Loan Regulations 
    Negotiated Rulemaking Advisory Committee.

    SUMMARY: This notice sets forth the date and location of the 
    forthcoming meeting of the Direct Student Loan Regulations Negotiated 
    Rulemaking Advisory Committee. This notice also describes the functions 
    of the committee. Notice of this meeting is required under section 
    10(a)(2) of the Federal Advisory Committee Act. This document is 
    intended to notify the general public of their opportunity to attend.
    
    DATES: January 26-27, 1994 from 9 a.m. to 5 p.m.

    SUPPLEMENTARY INFORMATION: The Direct Student Loan Regulations 
    Negotiated Rulemaking Advisory Committee is established by sections 422 
    and 457 of the Higher Education Act of 1965, as amended by the Student 
    Loan Reform Act of 1993 (Pub. L. 103-66; 20 USC 1087g). The Committee 
    is also established in accordance with the provisions of the Negotiated 
    Rulemaking Act (Pub. L. 101-648, as amended; 5 U.S.C. 561). The 
    Advisory Committee is established to provide advice to the Secretary on 
    the standards, criteria, procedures, and regulations governing the 
    Direct Student Loan Program beginning with academic year 1995-1996. The 
    Direct Student Loan Program is authorized by the Student Loan Reform 
    Act of 1993. The Act authorizes the Secretary of Education to enter 
    into agreements with selected institutions of higher education. These 
    agreements will enable the institutions to originate loans to eligible 
    students and eligible parents of such students.
        The meeting is open to the public. The agenda for the initial 
    meeting will include discussion of the committee's organizational 
    structure and protocols, and establish a schedule to negotiate proposed 
    rules by the summer.
        Records are kept of all committee proceedings and are available for 
    public inspection at the Office of the Assistant Secretary for 
    Postsecondary Education, room 4082, ROB-3, 7th and D Streets SW., 
    Washington, DC from the hours of 9 a.m. to 5 p.m. weekdays, except 
    Federal holidays.
