    AGENCY: National Science Foundation.
    
    ACTION: Denial of permit application under the Antarctic Conservation 
    Act of 1978, Public Law 95-541.

    SUMMARY: The National Science Foundation (NSF) is required to publish 
    notice of permits issued or denied under the Antarctic Conservation Act 
    of 1978. This is the required notice.

    SUPPLEMENTARY INFORMATION: On December 10, 1998, the National Science 
    Foundation published a notice in the Federal Register of permit 
    applications received. One applicant, Gary Klinkhammer, requested 
    permission to enter two Antarctic Specially Protected Areas. On January 
    7, 1999 this application was denied.
