Submission for OMB Review Entitled Collection of Historically
Black Colleges and Universities/Minority Institutions Award Data
AGENCIES: Department of Defense (DOD), General Services Administration
(GSA), and National Aeronautics and Space Administration (NASA).
ACTION: Notice of request for public comments regarding a new
collection requirement.

SUMMARY: Under the provisions of the Paperwork Reduction Act of 1995
(44 U.S.C. Chapter 35), the Federal Acquisition Regulation (FAR)
Secretariat plans to submit to the Office of Management and Budget
(OMB) a request to review and approve a new information collection
requirement concerning Collection of Historically Black Colleges and
Universities/Minority Institutions Award Data (FAR Case 95-306).

SUPPLEMENTARY INFORMATION:
A. Purpose
This collection of information is necessary to implement the
reporting requirements of Executive Order 12928. The new information
collection requirement consists of a new FAR solicitation provision to
provide reporting of contract awards to Historically Black Colleges and
Universities (HBCUs) and Minority Institutions (MIs). The Executive
Order requires all agencies to promote the participation of HBCUs and
MIs in Federal procurement and requires periodic reporting to the
President on the agencies' progress in complying with the laws and
requirements addressed in the Executive Order. The proposed
solicitation provisions will permit agency officials to report accurate
information regarding contract awards to HBCUs and MIs.
B. Annual Reporting Burden
Public reporting burden for this collection of information is
estimated to average .05 hours per response, including the time for
reviewing instructions, searching existing data sources, gathering and
maintaining the data needed, and completing and reviewing the
collection of information.
The annual reporting burden is estimated as follows: Respondents
9,328; responses per respondent, 1.2; total annual responses, 11,194;
preparation hours per response, .05; and total response burden hours,
560.
