Indiana State Implementation Plan
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: The EPA proposes to approve the State Implementation Plan
(SIP) revision request submitted by the State of Indiana on November
21, 1995, and February 14, 1996, which consist of rules for the control
of volatile organic liquid (VOL) storage operations in Clark, Floyd,
Lake, and Porter Counties. This rule is part of the State's 15 percent
(%) Rate of Progress (ROP) plan control strategies for Volatile Organic
Compounds (VOC) emissions in Clark, Floyd, Lake, and Porter Counties.
In addition, this rule is intended to satisfy Clean Air Act (Act)
requirements to adopt VOC Reasonably Available Control Technology
(RACT) rules for non-Control Techniques Guidelines (CTG) source
categories in Clark, Floyd, Lake, and Porter Counties. In the final
rules section of this Federal Register, the EPA is approving this
action as a direct final rule without prior proposal because EPA views
this as a noncontroversial action and anticipates no adverse comments.
A detailed rationale for the approval is set forth in the direct final
rule. If no adverse comments are received in response to that direct
final rule, no further activity is contemplated in relation to this
proposed rule. If EPA receives adverse comments, the direct final rule
will be withdrawn and all public comments received will be addressed in
a subsequent final rule based on the proposed rule. Any parties
interested in commenting on this document should do so at this time.
