Postponement of Preliminary Determination

    We have determined that the respondent parties to this proceeding 
are cooperating, thus far, in this investigation. We also have 
determined that this case is extraordinarily complicated because of the 
novel legal and methodological issues in this investigation and that 
additional time is necessary to make the preliminary determination. In 
particular, the Department must consider novel questions regarding the 
appropriate date of sale, differences in quantity adjustments, and 
affiliation. Therefore, pursuant to section 733(c)(1)(B) of the Act, as 
amended, we are postponing the date of the preliminary determination as 
to whether sales of open-end spun rayon singles yarn from Austria have 
been made at less than fair value until not later than March 18, 1997.
    This notice is published pursuant to section 733(c)(2) of the Act, 
and 19 CFR 353.15(d).
