Pursuant to delegation by the Commission December 29, 1972 dated
published in the Federal Register, 37 FR 28710 (1972), and Sections
2.105, 2.700, 2.702, 2.714, 2.714a, 2.717, 2.721 and 2.772(j) of the
Commission's Regulations, all as amended, an Atomic Safety and
Licensing Board is being established in the following proceeding to
rule on petitions for leave to intervene and/or requests for hearing
and supplemental petitions to intervene and to preside over the
proceeding in the event that a hearing is ordered.

This Board is being established pursuant to a notice published by
the Commission on November 7, 1995, in the Federal Register (60 FR
56176). The petitioner, James L. Shelton, requests a hearing regarding
an Order issued by Deputy Executive Director for Nuclear Materials
Safety, Safeguards, and Operations Support, dated October 31, 1995,
entitled ``Order Prohibiting Involvement in NRC-Licensed Activities
(Effective Immediately).''
