North Atlantic Energy Service Corporation, Seabrook Station;
Receipt of Petition for Director's Decision Under 10 CFR 2.206
Notice is hereby given that by Petition dated December 18, 1997,
Ms. Jane Doughty (or Petitioner), representing The Seacoast Anti-
Pollution League, has requested that the U.S. Nuclear Regulatory
Commission take action with regard to Seabrook Station. Petitioner
requests that the operating license for the Seabrook Station be
suspended until such time as a thorough root cause analysis of the
reasons underlying the development of leaks in piping in the ``B''
train of the residual heat removal (RHR) system is conducted. The
leakage was reported by the Licensee on December 5, 1997.
As the basis for this request, Petitioner states that there have
been past allegations of improper welding practices and substandard
piping at Seabrook Station and further requests that the investigation
of the RHR system pipe leakage include findings related to these past
allegations.
The request is being treated pursuant to 10 CFR 2.206 of the
Commission's regulations. The request has been referred to the Director
of the Office of Nuclear Reactor Regulation. As provided by Section
2.206, appropriate action will be taken on this Petition within a
reasonable time.
By letter dated January 15, 1998, the Director denied Petitioner's
request to delay restart of the reactor at Seabrook Station, Unit 1,
until all such actions requested by the Petition are taken.
A copy of the Petition is available for inspection at the
Commission's Public Document Room at 2120 L Street, NW., Washington, DC
20555-0001 and at the local public document room located at Exeter
Public Library, Founders Park, Exeter, NH 03833.
