AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by Sela
Valley Broadcasting proposing the allotment of Channel 257A at Naches,
Washington, as the community's second local FM transmission service.
Channel 257A can be allotted to Naches in compliance with the
Commission's minimum distance separation requirements with a site
restriction of 12.4 kilometers (7.7 miles) northwest to avoid short-
spacings to the licensed sites of Station KAYO-FM, Channel 257C1,
Aberdeen, Washington, and Station KHHK(FM), Channel 259C3, Yakima,
Washington. The coordinates for Channel 257A at Naches are North
Latitude 46-49-09 and West Longitude 120-47-55. Since Naches is located
within 320 kilometers (200 miles) of the U.S.-Canadian border,
concurrence of the Canadian government has been requested.
DATES: Comments must be filed on or before March 10, 1997, and reply
comments on or before March 25, 1997.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
