AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed by First
Congregational Services proposing the allotment of Channel 294A to
Mount Horeb, Wisconsin, as that community's first local broadcast
service. There is a site restriction 9.6 kilometers (6 miles) west of
the community. The coordinates for Channel 294A are 42-59-22 and 89-51-
12.
DATES: Comments must be filed on or before Mach 10, 1997, and reply
comments on or before March 25, 1997.

Provisions of the Regulatory Flexibility Act of l980 do not apply
to this proceeding.
