Job Corps: Final Finding of No Significant Impact (FONSI) for the 
New Jobs Corps Center on the Loring AFB in Caribou, ME

AGENCY: Employment and Training Administration, Labor.

ACTION: Notice of Final Finding of No Significant Impact (FONSI) for 
the new Job Corps Center on the Loring AFB.

SUMMARY: Pursuant to the Council on Environmental Quality Regulations 
(CEQ) (40 CFR part 1500-08) implementing procedural provisions of the 
National Environmental Policy Act (NEPA), the Employment and Training 
Administration (ETA) of the Department of Labor (DOL) gives final 
notice of the proposed construction of the new Loring AFB Job Corps 
Center and that this construction will not have a significant adverse 
impact on the environment. In accordance with 29 CFR 11.11(d)(1) (DOL's 
NEPA Compliance Procedures) and 40 CFR 1501.4(e)(2) (CEQ Requirement 
Making FONSIs Available for Public Review), the preliminary FONSI for 
the new Job Corps Center on the Loring AFB was published in the 
November 16, 1995 Federal Register (60 FR 57596). No comments were 
received regarding the preliminary FONSI for the new Job Corps Center 
on the Loring AFB. ETA has reviewed the conclusion of the environmental 
assessment (EA). This notice serves as the Final Finding of No 
Significant Impact for the new Job Corps Center on the Loring AFB. The 
preliminary FONSI and the EA are adopted in final with no change.

EFFECTIVE DATE: January 25, 1996.
