Approval and Promulgation of Implementation Plans; Illinois

AGENCY: Environmental Protection Agency (USEPA).

ACTION: Proposed rule.

SUMMARY: The USEPA proposes to approve a variance allowing a temporary 
increase in particulate matter emissions from the Marathon Oil refinery 
in Robinson, Illinois, to allow deferral of repairs of control 
equipment until the time of a scheduled maintenance period. In the 
Final Rules section of this Federal Register, USEPA is fully approving 
the State Implementation Plan revision as a direct final rule without 
prior proposal, because the USEPA views this as a noncontroversial 
revision and anticipates no adverse comments. A detailed rationale for 
the approval is set forth in the direct final rule. If no adverse 
written comments are received in response to these actions, no further 
activity is contemplated in relation to this proposed rule. If USEPA 
receives adverse written comments, the direct final rule will be 
withdrawn and all public comments will be addressed in a subsequent 
final rule based on this proposed rule. Any parties interested in 
commenting on this action should do so at this time.
