AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition by South Fork
Broadcasting requesting the allotment of Channel 276C3 at Huntsville,
Utah, as the community's first local aural transmission service.
Channel 276C3 can be allotted to Huntsville in compliance with the
Commission's minimum distance separation requirements with a site
restriction of 20.2 kilometers (12.6 miles) northeast in order to avoid
a short-spacing conflict with the licensed operation of Station
KRSP(FM), Channel 278C, Salt Lake City, Utah. The coordinates for
Channel 276C3 at Huntsville are 41-25-12 and 111-39-24.
DATES: Comments must be filed on or before March 10, 1997, and reply
comments on or before March 25, 1997.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
