    AGENCY: Federal Communications Commission.

    SUMMARY: The Commission requests comments on a petition filed by 
    Sunriver Broadcasting Company seeking the allotment of Channel 259A to 
    Bend, Oregon, as the community's sixth local commercial FM service. 
    Channel 259A can be allotted to Bend in compliance with the 
    Commission's minimum distance separation requirements without the 
    imposition of a site restriction, at coordinates 44-03-30 North 
    Latitude and 121-18-30 West Longitude.
    
    DATES: Comments must be filed on or before March 10, 1997, and reply 
    comments on or before March 25, 1997.

        Provisions of the Regulatory Flexibility Act of 1980 do not apply 
    to this proceeding.

    Commission consideration or court review, all ex parte contacts are 
    prohibited in Commission proceedings, such as this one, which involve
