SUMMARY: Announcement of the availability of the National Institute of
Justice ``Solicitation for Drug Court Evaluation II.''

SUPPLEMENTARY INFORMATION: The following supplementary information is
provided:
Authority
This action is authorized under the Omnibus Crime Control and Safe
Streets Act of 1968, Secs. 201-03, as amended, 42 U.S.C. 3721-23
(1994).
Background
NIJ is soliciting proposals to evaluate 16 drug court sites, which
are administered by the Office of Justice Programs, Drug Court Program
Office (DCPO). The evaluation will take place in two separate phases. A
single initial grant of up to $500,000 will be awarded for a 12-24
month period. A second

supplemental grant will be awarded for the second phase of the
research, ranging from 12-24 months, the award amount dependent on the
work required.
The first phase of research will include: a conceptual description
of the 16 DCPO drug court sites; development of comprehensive
descriptive, historical, and attitudinal data about drug court
programs; and measurement of the data available for program evaluation.
As part of phase one researchers will develop a viable strategy for
evaluating program impact and success that will serve as a proposal for
the supplemental grant to be awarded for phase two of the research.
Phase two of the research will assess the success of the drug
courts at meeting their goals, including: desistance from criminal
behavior and drug use, retention in treatment, and changes in life
circumstances and productivity.
