Commonwealth Edison Company; Notice of Withdrawal of Application
for Amendment to Facility Operating Licenses
The U.S. Nuclear Regulatory Commission (the Commission) has granted
the request of Commonwealth Edison Company (the licensee) to withdraw
its January 31, 1997, application for proposed amendments to Facility
Operating License Nos. NPF-37 and NPF-66, for Byron Station, Units 1
and 2, located in Ogle County, Illinois.
The proposed amendment would have modified the facility technical
specifications (TS) to reduce the Byron, Unit 1, limiting TS value for
the primary coolant dose equivalent iodine-131 (DEI) concentration from
0.35 to 0.20 microcuries per gram. The intent of this proposed TS
revision was to limit the offsite dose at the exclusion area boundary
to a small fraction of the radiation exposure guidelines in 10 CFR Part
100. In the interim, ComEd performed an operability assessment and
administratively reduced the Byron, Unit 1, DEI to 0.20 microcuries per
gram. On November 7, 1997, ComEd started its Byron, Unit 1, fall 1997
refueling outage during which the steam generators (SG) are being
replaced. The replacement SG begin installed at Byron, Unit 1, will not
have the relatively large end of cycle SG tube leakage attributed to
the original SG. Accordingly, the license amendment requests submitted
on January 31, 1997, was no longer needed.
The Commission had previously issued a Notice of Consideration of
Issuance of Amendment published in the Federal Register on March 12,
1997, (62 FR 11489). However, by letter dated November 11, 1997, the
licensee withdrew the proposed change.
