    In notice document 96-778 beginning on page 1817 in the issue of 
Tuesday, January 23, 1996, make the following correction:
    On page 1817, in the third column, under EFFECTIVE DATE:, ``[Insert 
date 30 days after publication in the Federal Register].'' should read 
``February 22, 1996.''
