(TRA) 1986) which describes the situations in which a taxpayer is 
entitled to an income tax credit for increases in research activity.

monitor for compliance with the requirements of section 42 and report 
any noncompliance to the Internal Revenue Service.
    Respondents: Individuals or households, State or local governments, 
Businesses or other for-profit, Non-profit institutions, Small 
businesses or organizations.
