ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed by Mid-
Minnesota Broadcsting Company proposing the allotment of Channel 231A
to Mankato, Minnesota. The coordinates for Channel 231A at Mankato are
44-10-12 and 94-00-24.
DATES: Comments must be filed on or before February 18, 1997, and reply
comments on or before March 5, 1997.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
