    Notice of Revised Determination on Reconsideration
    
        On December 2, 1996, the Department issued an Affirmative 
    Determination

    Regarding Application for Reconsideration for the workers and former 
    workers of the subject firm. The notice was published in the Federal 
    Register on December 13, 1996 (61 FR 65598).
        Investigation findings show that the workers are primarily engaged 
    in the production of plywood. The workers were denied TAA because the 
    ``contributed importantly'' test of the Group Eligibility Requirements 
    of the Trade Act was not met. The workers were denied NAFTA-TAA on the 
    basis that there was no shift in production to Mexico or Canada, nor 
    were there company or customer imports of plywood from Mexico or 
    Canada.
        The Lumber and Sawmill Workers, Local Union No. 1017, submitted 
    additional information showing that increased import competition from 
    foreign made oriented strand board (OSB) contributed to worker 
    separations at the Crown Pacific Limited Partnership production 
    facility.
        To determine impact of imports of OSB on worker separations at 
    Redmond, the Department conducted a survey the subject firm's major 
    declining customers. New findings on reconsideration show that some 
    customers continued reliance on or increased imports of OSB from Canada 
    during the time period relevant to the investigation.
    
    Conclusion
    
        After careful consideration of the new facts obtained on 
    reconsideration, it is concluded that the workers of Crown Pacific 
    Limited Partnership, Redmond, OR were adversely affected by increased 
    imports of articles like or directly competitive with plywood produced 
    at the subject firm.
    
        All workers of Crown Pacific Limited Partnership, Redmond, OR 
    who became totally or partially separated from employment assistance 
    under Section 223 of the Trade Act of 1974;'' and
        All workers of Crown Pacific Limited Partnership, Redmond, OR 
    who became totally or partially separated from employment on or 
    after July 24, 1995 are eligible to apply for NAFTA-TAA Section 250 
    of the Trade Act of 1974.
