AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by The
Stronghold Foundation, Inc., requesting the allotment of Channel 291A
to Kerrville, TX, as the community's third local FM station. Channel
291A can be allotted to Kerrville in compliance with the Commission's
minimum distance separation requirements without the imposition of a
site restriction. The coordinates for Channel 291A at Kerrville are 30-
02-48 NL and 99-08-24 WL. Since Kerrville is located within 320
kilometers (199 miles) of the U.S.-Mexican border, concurrence of the
Mexican government has been requested.
DATES: Comments must be filed on or before February 9, 1998, and reply
comments on or before February 24, 1998.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
