    The Department of Defense has submitted to OMB for clearance, the 
following proposal for collection of information under the provisions 
of the Paperwork Reduction Act (44 U.S.C. Chapter 35).
    Title, Associated Form, and OMB Number: National Security Education 
Program (NSEP Grants to Institutions of Higher Education); DD Forms 
2729 and 2730; OMB Number 0704-0366.
    Type of Request: Reinstatement.
    Number of Respondents: 185.
    Responses per Respondent: 1.
    Annual Response: 185.

    Average Burden Per Response: 8.75 hours.
    Annual Burden Hours: 1,619.
    Needs and Uses: The information collection is necessary to obtain 
and record the qualification and budget information of universities 
submitting proposal for National Security Education Program funding. 
Respondents are representatives of U.S. colleges and universities who 
choose to submit a proposal in competition for a National Security 
Education Program (NSEP) Institutional Grant. The NSEP was established 
by the National Security Education Act of 1991. DD Form 2729, 
``National Security Education Program Proposal Budget Estimate 
Worksheet,'' is a single-page document in which the applicant indicates 
the cost associated with the proposal by four major categories. Without 
this form there would be no precise, standard manner for applicant to 
portray their budget requests. Further, there would be no consistent 
measure by which the merit-review panelists could judge these 
proposals. DD Form 2730, ``National Security Education Program Proposal 
Cover Sheet,'' is a concise vehicle for transmitting proposals. This 
form eliminates the need for lengthy, nonstandard letters of 
transmittal.
