    Meat Import Limitations

    First Quarterly Estimate

The Meat Import Act of 1979, as amended (19 U.S.C. 2253 note) (the
``Act''), provides for limiting the quantity of fresh, chilled, or
frozen meat of bovine, sheep (except lamb), and goats; and processed
meat of beef or veal (Harmonized Tariff Schedule of the United States
    subheadings 0201.10.00, 0201.20.20, 0201.20.40, 0201.20.60, 0201.30.20,
    0201.30.40, 0201.30.60, 0202.10.00, 0202.20.20, 0202.20.40, 0202.20.60,
    0202.30.20, 0202.30.40, 0202.30.60, 0204.21.00, 0204.22.40, 0204.23.40,
    0204.41.00, 0204.42.40, 0204.43.40, and 0204.50.00), other than
products of Canada and Mexico, which may be imported into the United
States in any calendar year. Such limitations are to be imposed when
the Secretary of Agriculture estimates that imports of articles, other
than products of Canada and Mexico, provided for in Harmonized Tariff
Schedule of the United States subheadings 0201.10.00, 0201.20.40,
    0201.20.60, 0201.30.40, 0201.30.60, 0202.10.00, 0202.20.40, 0202.20.60,
    0202.30.40, 0202.30.60, 0204.21.00, 0204.22.40, 0204.23.40, 0204.41.00,
0204.42.40, 0204.43.40, and 0204.50.00 (hereinafter referred to as
``meat articles''), in the absence of limitations under the Act during
such calendar year, would equal or exceed 110 percent of the estimated
aggregate quantity of meat articles prescribed for calendar year 1995
by section 2(c) as adjusted under section 2(d) of the Act.
In accordance with the requirements of the Act, I have made the
    following estimates:
        1. The estimated aggregate quantity of meat articles prescribed by
subsection 2(c) as adjusted by subsection 2(d) of the Act for calendar
year 1995 is 1,152.6 million pounds.
        2. The first quarterly estimate of the aggregate quantity of meat
articles which would, in the absence of limitations under the Act, be
imported during calendar year 1995 is 1,250 million pounds.

Done at Washington, DC, this 27th day of December 1994.
    Mike Espy,
    Secretary of Agriculture.
