AGENCIES: Department of Defense (DOD), General Services Administration
(GSA), and National Aeronautics and Space Administration (NASA).
ACTION: Notice of request for comments regarding an extension to an
existing OMB clearance (9000-0125).

SUMMARY: Under the provisions of the Paperwork Reduction Act of 1995
(44 U.S.C. Chapter 35), the Federal Acquisition Regulation (FAR)
Secretariat will be submitting to the Office of Management and Budget
(OMB) a request to review and approve an extension of a currently
approved information collection requirement concerning Written Refusal
of a Utility Supplier to Execute a Utility Contract. This clearance
currently expires on April 30, 1998.
DATES: Comments may be submitted on or before March 9, 1998.

SUPPLEMENTARY INFORMATION:
A. Purpose
The Federal Acquisition Regulation requires that contracts comply
with the applicable Federal laws and the relevant parts of the FAR. The
written and definite refusal by a utility supplier to execute a
tendered contract (41.202(c)) is intended to identify those suppliers
who refuse to do so and the rationale of the supplier for refusing.
B. Annual Reporting Burden
Public reporting burden for this collection of information is
estimated to average .5 hours per response, including the time for
reviewing instructions, searching existing data sources, gathering and
maintaining the data needed, and completing and reviewing the
collection of information.
The annual reporting burden is estimated as follows: Respondents,
50; responses per respondent, 1; total annual responses, 50;
preparation hours per response, .30; and total response burden hours,
