    SUMMARY: The NSEP announces the opening of its Third Annual Competition 
    for Grants to U.S. Institutions of Higher Education.
    
    DATES: Grants Solicitations (applications) will be available beginning 
    Monday, February 5, 1995. Preliminary Proposals are due Friday, April 
    19, 1996.
