    Notice Pursuant to the National Cooperative Research and 
    Production Act of 1993--Joint Tactical Radio System (``JTRS'') Step 1 
    Consortium
    
        Notice is hereby given that, on March 5, 1999, pursuant to Section 
    6(a) of the National Cooperative Research and Production Act of 1993, 
    15 U.S.C. 4301 et seq. (``the Act''), Boeing North American, Inc. 
    (``Boeing'') has filed written notifications simultaneously with the 
    Attorney General and the Federal Trade Commisison disclosing (1) the 
    identities of the parties and (2) the nature and objectives of the 
    venture. The notifications were filed for the purpose of invoking the 
    Act's provisions limiting the recovery of antitrust plaintiffs to 
    actual damages under specified circumstances. Pursuant to Section 6(b) 
    of the Act, the identities of the parties are Boeing North American, 
    Inc., Seal Beach, CA; Racal Communications, Inc., Rockville, MD; Harris 
    Corporation, Melbourne, FL; Lucent Technologies, Inc., Murray Hill,

    NJ; Xetron Corporation, Cincinnati, OH; Rockwell International 
    Corporation, Costa Mesa, CA; ViaSat, Inc., Carlsbad, CA; and Autometric 
    Incorporated, Springfield, VA. The Joint Tactical Radio System 
    (``JTRS'') Step 1 Consortium will participate in a research and 
    development program under a contract award by the U.S. Army 
    Communications--Electronics Command to define an open architecture for 
    a family of affordable tactical radios to meet military communications 
    requirements in a competitive non-developmental item environment.
