    SUMMARY: Pursuant to section 209 of the Federal Land Policy and 
    Management Act of 1976 (43 U.S.C. 1719), Harry S. Rinker, Trustee of 
    the Roderick Rinker and Kenneth Rinker Trust has applied to purchase 
    the mineral estate on the following lands:

        The area described contains 3,430.37 acres in Blaine County.
    
    EFFECTIVE DATE: October 11, 1996.
        The mineral interests described above will be segregated from the 
    mining and the mineral leasing laws. The segregative effect of the 
    application shall terminate upon issuance of a patent, upon final 
    rejection of the application, or 2 years from the publication date, 
    whichever occurs first.
