    Title: Voluntary Withholding Request.
    Description: If an individual receives any of the following 
government payments, he/she may voluntarily complete Form W-4V to 
request that the payer withhold Federal Income tax. Those payments are 
unemployment compensation, social security benefits, tier I railroad 
retirement benefits, Commodity Credit Corporation loans or certain crop 
disaster payments under Agricultural Act of 1949 or Title II of the 
Disaster Assistance Act of 1988.
