    Technology, Educational Media and Materials for Individuals With 
    Disabilities Program; Notice Inviting Applications for New Awards Under 
    the Technology, Educational Media, and Materials for Individuals With 
    Disabilities Program for Fiscal Year (FY) 1995
    
        Purpose of Program: To support projects and centers for advancing 
    the availability, quality, use, and effectiveness of technology, 
    educational media, and materials in the education of children and youth 
    with disabilities and the provision of related services and early 
    intervention services to infants and toddlers with disabilities.
        This notice supports the National Education Goals by improving 
    understanding of how to enable children and youth with disabilities to 
    reach higher levels of academic achievement.
        Eligible Applicants: Institutions of higher education, State and 
    local educational agencies, public agencies, and private nonprofit or 
    for-profit organizations.
        Applications Available: November 21, 1994.
        Deadline for Transmittal of Applications: January 27, 1995.
        Deadline for Intergovernmental Review: March 28, 1995.
        Available Funds: $1,500,000.
        Estimated Average Size of Awards: $300,000 for the first 12 months 
    of the projects. Multi-year projects are likely to be level funded 
    unless there are increases in costs attributable to significant changes 
    in activity level.
        Estimated Number of Awards: 5.
    
        Note: The Department is not bound by any estimates in this 
    notice.
    
        Project Period: Up to 36 months.
        Applicable Regulations: (a) The Education Department General 
    Administrative Regulations (EDGAR) in 34 CFR parts 74, 75, 77, 79, 80, 
    81, 82, 85, and 86; and (b) The regulations for this program in 34 CFR 
    Part 333.
        Priority: The priority Collaborative Research on Technology, Media, 
    and Materials for Children and Youth with Disabilities in the notice of 
    final priorities for this program, as published elsewhere in this issue 
    of the Federal Register, applies to this competition.
