Notice of Intent To Prepare an Environmental Impact Statement
(EIS) for Disposal of Property at the Defense Personnel Support Center
(DPSC), Philadelphia, PA
AGENCY: Department of the Army, DOD.
ACTION: Notice of intent.

SUMMARY: The Defense Base Closure and Realignment Commissions were
established by Public Law 101-510, the Defense Base Closure and
Realignment Act of 1990, to recommend military installations for
realignment and closure. The 1993 Commission's recommendations were
included in a report which was presented to the

President on July 1, 1993. The President approved and forwarded the
report to Congress on July 2, 1993. Congress did not pass a joint
resolution disapproving the recommendations within the stipulated
period, and the recommendations thereby became law in October 1993.
Public Law 101-510 exempts the decision-making processes of the
Commission from the provisions of the National Environmental Policy Act
of 1969 (NEPA). The law also relieves the Department of Defense from
the NEPA requirement to consider the need for closing, realigning, or
transferring functions and from looking at alternative installations to
close or realign. Nonetheless, the Department of the Army must still
prepare environmental impact analyses during the process of property
disposal and during the process of relocating functions installation
after the receiving installation has been selected but before the
functions are relocated. These analyses will include consideration of
the direct and indirect environmental and socioeconomic effects of
these actions and the cumulative impacts of other reasonably
foreseeable actions affecting the installation during the same time.
The Army intends to prepare an environmental impact statement to
assess the environmental effects involved in disposing of DPSC,
Philadelphia. Opportunities for public participation will be announced
in the local newspaper. Comments from the public will be considered
before any action is taken to implement this disposal action.
Comments received as a result of this notice will be used to assist
in evaluating the impacts of the disposal of DPSC on the environmental,
social, historical, archaeological, and socioeconomic aspects of DPSC
and the surrounding area.
