k. Description of Request: The licensee proposes to amend the project license to remove the Cove Development, and to reduce minimum flow requirements in the Grace Development bypassed reach. The licensee states that removal of the Cove Development in accordance with the terms of the Offer of Settlement would enhance environmental resources in the project area, and reductions in Grace Development bypassed reach minimum flows would partially offset the cost of Cove Development removal.
