    The current limit for Category 435 is being increased for carryover.

    Dear Commissioner: This directive amends, but does not cancel, the directive issued to you on September 13, 1999, by the Chairman, Committee for the Implementation of Textile Agreements. That directive concerns imports of certain wool textile products, produced or manufactured in Russia and exported during the twelve-month period which began on January 1, 2000 and extends through December 31, 2000.

    Effective on October 20, 2000, you are directed to increase the current limit for Category 435 to 60,075 dozen [1] , as provided for under the terms of the current bilateral agreement between the Governments of the United States and the Russian Federation.

    The Committee for the Implementation of Textile Agreements has determined that this action falls within the foreign affairs exception of the rulemaking provisions of 5 U.S.C. 553(a)(1).
