    Pursuant to Section 10(d) of the Federal Advisory Committee Act, as 
amended (5 United States Code Appendix 2), notice is hereby given of 
the following National Institute of Child Health and Human Development 
Special Emphasis Panel (SEP) meeting:

    Name of SEP: Duration of Labor and Cesarean Delivery in 
Association With Epidural Analgesia in Nullipara (Teleconference).
    Date: September 30, 1997.
    Time: 11:00 a.m. (ET)--adjournment.

forth in secs. 552b(c)(9)(B), Title 5 U.S.C. The discussions could 
reveal the specific details of future requests for contract 
proposals (RFPs), the disclosure of which would significantly 
frustrate implementation of the agency's proposed contract 
activities by giving unfair competitive advantage to private firms 
or individuals.
    This notice is published less than 15 days prior to the meeting 
due to the urgent need to meet timing limitations imposed by the 
review and funding cycle.
