Description of Request: The licensee is requesting to permanently modify the minimum flow required to be released at Bedford Dam under Article 34 from 400 cubic feet per second (cfs) to 150 cfs. The Commission previously approved a request to amend Article 34 on July 14, 2009. That amendment permits the licensee to reduce the minimum flow at the bypass reach from 400 cfs to 200 cfs if the flow of the James River at the project is between 800 and 1,000 cfs for five consecutive days. The licensee states that the proposed permanent modification could generate an additional 2,500 megawatt hours of energy annually, approximately. Pursuant to Article 34, the licensee has obtained concurrence from the Virginia Department of Game and Inland Fisheries for the proposal.
