    Declaration
    
    AGENCY: Federal Emergency Management Agency (FEMA).
    
    ACTION: Notice.

    SUMMARY: This notice amends the notice of a major disaster for the 
    State of Louisiana (FEMA-1246-DR), dated September 23, 1998, and 
    related determinations.
    
    EFFECTIVE DATE: September 28, 1998.

    SUPPLEMENTARY INFORMATION: Notice is hereby given that, in a letter 
    dated September 28, 1998, the President amended his previous 
    declaration of September 23, 1998 to include the provision of Direct 
    Federal Assistance and the cost-sharing of Federal funds provided under 
    the authority of the Robert T. Stafford Disaster Relief and Emergency 
    Assistance Act (42 U.S.C. 51521 et seq.), in a letter to James L. Witt, 
    Director of the Federal Emergency Management Agency, as follows:
    
        I have determined that the damage in certain areas of the State 
    of Louisiana, resulting from Hurricane Georges on September 27, 1998 
    and continuing, is of sufficient severity and magnitude to warrant 
    the expansion of the incident type and the scope of assistance in 
    the major disaster declaration of September 23, 1998, to ensure 
    public health and safety under the Robert T. Stafford Disaster 
    Relief and Emergency Assistance Act (``the Stafford Act'').
        Therefore, I amend my previous declaration of September 23, 1998 
    to authorize direct Federal assistance at 100 percent Federal 
    funding for the first 72 hours due to damage resulting from 
    Hurricane Georges. You are further authorized to provide emergency 
    protective measures (Category B) at 100 percent Federal funding (in 
    areas that FEMA shall designate) for the first 72 hours due to 
    damage resulting from Hurricane Georges. The time period may be 
    extended, if warranted.
        Please notify the Governor of the State of Louisiana and the 
    Federal Coordinating Officer of this amendment to my major disaster 
    declaration.
    
        Emergency protective measures (Category B) at 100 percent Federal 
    funding will be provided for a 72-hour period beginning at 1800 hours 
    September 27, 1998, and ending September 30, 1998 at 1800 hours for the 
    following parishes:
    
        Ascension, Assumption, Jefferson, LaFourche, Livingston, 
    Orleans, Plaquemines, St. Bernard, St. Charles, St. James, St. John, 
    St. Martin, St. Mary, St. Tammany, Tangipahoa, Terrebonne, 
    Vermillion, and Washington.

    are to be used for reporting and drawing funds: 83.537, Community 
    Disaster Loans; 83.538, Cora Brown Fund Program; 83.539, Crisis 
    Counseling; 83.540, Disaster Legal Services Program; 83.541, 
    Disaster Unemployment Assistance (DUA); 83.542, Fire Suppression 
    Assistance; 83.543, Individual and Family Grant (IFG) Program; 
    83.544, Public Assistance Grants; 83.545, Disaster Housing Program; 
    83.548, Hazard Mitigation Grant Program.)
