Submission For OMB Review; Comment Request
The Department of Commerce (DOC) has submitted to the Office of
Management and Budget (OMB) for clearance the following proposal for
collection of information under the provisions of the Paperwork
Reduction Act (44 U.S.C. chapter 35).
Agency: Bureau of the Census.
Title: Survey of Plant Capacity Utilization.
Form Number(s): MQ-C1.
Agency Approval Number: 0607-0175.
Type of Request: Reinstatement with change.
Burden: 34,000 hours
Number of Respondents: 17,000.
Avg Hours Per Response: 2 hours.
Needs and Uses: The Census Bureau plans to reinstate the Survey of
Plant Capacity Utilization. The Census Bureau has conducted this survey
annually from 1973 through 1988. It was conducted biennially since 1988
based on availability of funding. This request is to conduct the survey
to collect data for the fourth quarters of 1995 and 1996 and the fourth
quarter of each subsequent year. Data are gathered from a sample of
manufacturing plants in the United States. The survey forms will
collect data on the value of plant production during actual operations
and at full production capability. The survey will also collect
estimates of production under a national emergency situation. Data are
used in measuring inflationary pressures, capital flows, in
understanding productivity determinants, and analyzing and forecasting
economic and industrial trends. The survey results will be used by such
agencies as the Federal Reserve Board, Federal Emergency Management
Agency, and the International Trade Administration.
