    SUMMARY: The Leader, Information Management Group, Office of the Chief 
    Information Officer invites comments on the submission for OMB review 
    as required by the Paperwork Reduction Act of 1995.

    November 24, 1999.

    SUPPLEMENTARY INFORMATION: Section 3506 of the Paperwork Reduction Act 
    of 1995 (44 U.S.C. chapter 35) requires that the Office of Management 
    and Budget (OMB) provide interested Federal agencies and the public an 
    early opportunity to comment on information collection requests. OMB 
    may amend or waive the requirement for public consultation to the 
    extent that public participation in the approval process would defeat 
    the purpose of the information collection, violate State or Federal 
    law, or substantially interfere with any agency's ability to perform 
    its statutory obligations. The Leader, Information Management Group, 
    Office of the Chief Information Officer, publishes that notice 
    containing proposed information collection requests prior to submission 
    of these requests to OMB. Each proposed information collection, grouped 
    by office, contains the following: (1) Type of review requested, e.g. 
    new, revision, extension, existing or reinstatement; (2) Title; (3) 
    Summary of the collection; (4) Description of the need for, and 
    proposed use of, the information; (5) Respondents and frequency of 
    collection; and (6) Reporting and/or Recordkeeping burden. OMB invites 
    public comment.

        Title: Designation of Exemplary and Promising Programs.
        Frequency: Only required when submitting program for review.

    LEAs.

        Abstract: The purpose of the expert panel system is to oversee a 
    valid and viable process for identifying and designating promising and 
    exemplary educational programs so that practitioners can make better-
    informed decisions in their ongoing efforts to improve the quality of 
    student learning. The Office of Educational Research and Improvement 
    (OERI) requires that each program submit descriptive information and an 
    abstract in order to be considered for review. The information 
    submitted by the entity will serve as the basis upon which the expert 
    panel will judge the program according to the selection criteria for 
    promising and exemplary.

        Title: Income Contingent Repayment Plan Consent to Disclosure of 
    Tax Information.
        Frequency: Once every five years.

        Abstract: This form is the means by which a William D. Ford Federal 
    Direct Loan Program borrower (and, if married, the borrower's spouse) 
    who chooses to repay under the Income Contingent Repayment Plan 
    provides written consent for the Internal Revenue Service to disclose 
    certain tax return information to the Department of Education and its 
    agents for the purpose of calculating the borrower's monthly repayment 
    amount.

    documentation of income if the borrower's adjusted gross income is not 
    available or does not accurately reflect the borrower's current income.

    behaviors after participating in adult basic education programs? (3) 
    How are the operational and instructional characteristics of adult 
    basic education programs related to the amount of improvement in 
    reading skills or reading-related behaviors among first-level learners?
