    SUMMARY: The Department of Energy (DOE) has submitted a proposed 
    information collection request to the Office of Management and Budget 
    (OMB) for the collection of biodiesel purchase data from fleets 
    participating in DOE's Alternative Fuel Transportation Program. The 
    Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C. Chapter 35) 
    requires agencies to submit information collection requests for OMB 
    review and approval. OMB is particularly interested in receiving public 
    comments on: (1) Whether the proposed collection of information is 
    necessary, (2) The accuracy of DOE's estimate of the burden of the 
    proposed information collection, (3) Ways to enhance the quality, 
    utility, and clarity of the information to be collected, and (4) ways 
    to minimize the burden of the collection of information on those who 
    choose to respond.
    
    DATES: Comments regarding this collection of information should be sent 
    on or before November 24, 1999.

    SUPPLEMENTARY INFORMATION: The following proposed collection of 
    information has been sent to OMB for clearance:
        Title: U.S. Department of Energy/Annual Alternative Fueled Vehicle 
    Acquisition Report for State Government and Alternative Fuel Provider 
    Fleets.
        OMB Control Number: 1910-5101.
        Type of request: Revised collection.
        Frequency of response: Annual.
        Respondents: States and alternative fuel provider firms.
        Estimated number of respondents: 1,000.
        Total annual burden hours: 12,000 hours.
        Summary/description of need: On May 19, 1999, DOE published an 
    interim final rule to implement provisions of the Energy Conservation 
    Reauthorization Act of 1998 that permit State and alternative fuel 
    provider fleets to meet statutory alternative fueled vehicle 
    acquisition requirements through use of biodiesel fuel use credits (64 
    FR 27169). DOE received public comments from 10 persons in response to 
    the interim final rule, which invited public comment on this proposed 
    collection, and has replied to these comments in its submission to OMB. 
    To obtain documentation of use of such credits to meet the acquisition 
    requirements, DOE plans to revise the annual reporting form for the 
    program, DOE/OTT/101, Annual Alternative Fueled Vehicle Acquisition 
    Report for State Government and Alternative Fuel Provider Fleets. 
    Fleets claiming biodiesel fuel use credits must, for the model year in 
    which the biodiesel fuel is purchased, report the quantity of biodiesel 
    purchased for use in vehicles weighing more than 8,500 lbs. gross 
    vehicle weight rating.
